I think the old incident of New Tokyo Itabashi pob set up a precedent that justified the team decision to not do iff changes. (ksp defense base sold to hogosha, shot at traders and "neutrals" that hogosha didn't like, solved by being sold to samura). I only saw it in the end period with samura iff.

I mean, you can just set the base to be hostile regardless of IFF. Or black list people you dont like.

Libgov turned down my public junker pob request 20k from the scrap field stating that blacklisting pirates abusing it wasnt enough.

More rules lead to an increased chance of violating any one rule, thus lending to the conclusion that yes, in fact, it would lead to sanctionlancer as you broaden the definition of "unacceptable" behavior.

And a part of the truth is, that PoB's was moved in the past, when the Dev's changed something.
And a Change like that has defently happen in the old Location (Omega 49).
The IFF wasn't change in this Prozess.
