They should 100% be maintained for factions, and still require some RP to get. Not necessarily SRP, but nothing that an indie can just grab and run with. It'd make 100% sense for KNF to just build another satsuma or two or three, because not only do they have the blueprints, they also have the industrial capabilities. Persephonies for Zoners seem perfectly fine if its just a few. Zoners have blueprints, what reason is there to not use them? Same with the Battleship Harmony for Seperatists Insurgency, and so on and so forth. The necrosis mentioned in OP was a modified Outcast Destroyer, so Outcasts should have the means to produce it. Throwing them out to indies and separate factions should definitely not happen without some serious SRP, but for Official Zoner factions to have themselves a Persephone should really just be 3-4 posts in a thread about going Livadia with supplies. Same with the other ships.
Having a ship that is never seen is a waste. Someone who doesn't play the game anymore sitting on "rights" to the ship isn't there for the ship's sake at all. It's there for attention whores to whore attention without effort. However, the ship shouldn't be just thrown around for free. It is a unique ship for a reason, and it should be maintained that there are few of such ships in existence. Satsumas should be built by Official KNF, Necrosis should be built by whatever official outcast reasonably could control the blueprints (or maybe all of them), Persephonies should be built by whatever official zoners have the resources and blueprints. All of these ships made should make sense in-rp, and should be part of RP with effort. If someone outside of the faction with the blueprints wants one, they're going to have to give a hell of a lot of justification, and make a decent story. None of these ships should ever be subject to "found in a nebula" RP, or "stolen from said faction with minimal effort", or, god forbid, "defected with this character I made yesterday". If you really just want to have an SRP for the sake of having SRP, make yet another LNS Osiris. These ships should be the jurisdiction of the factions credited with their original building, and art that is hidden isn't art. Some of these ships look really nice, and should be seen much more often.

However at least in the case of the Persephone and probably all the others they are harshly under used. I think they should be for the benefit of all players, even if seen by but not necessarily used or accessible by all.
My faction mates might not like me saying this, but how our Persephone is not used is a joke. It has 2 minutes logged on it this month. Looking at TAZ activity maybe theirs never got un-docked at all, I have no idea. And that's sort of my point, Most players only know these ships exist from old wiki entry's and forum posts but have never seen one in game.
On a side note, i was able to fly the Perse a few times a few years back and... it was a finicky pain in the arse to try and fly.
i like @Typrop's idea about 'inspired by' derivatives that are simpler, lesser versions made for public use. Hell, with the right RP, time and co-operation from Phoenix someone could probably achieve getting a 'derived from' version of it... in theory. they'd need a modeller to make the model though.

This is the original 'request' TAZ made for the 'actual' Persephone Blueprints to Phoenix 7 years ago. SMI-Great-Fox made it to me and Quiron at Shasta I believe. So I will have to correct you on that. If TAZ had it first why did they need us to fly it? I know there was some complicated mess with Jinx? over ownership, but that was along time ago.
At any rate this has been a good topic. Im glad to say we've been discussing it in our Discord and hopefully we will be seeing the Hyperion more often.

my bad. even back years ago, i never was told or knew much about how the Perse came into being and i dont remember much of what little i saw mentioned. All i remember is being told that the Perse was a private ship and not a "faction ship" per se. honestly, even back then it was semi-mythical because i rarely saw it flown much and was only able to fly it once.
So i honestly have no clue what the whole status is about it.

Story behind Hyperion is quite simple, Persephone was Jinx private ship, then as he became part of Omicroners he tagged it. Per Omicroners disband and my attempt to bring group back on the rails Jinx gave me his ship on temporary basis and after several months(or year(s)?) took it away in favor of TAZ, though he let me inRP ability to rebuild new Leviathan by Phoenix.
As for the pool, most of unique ships have a little sense to be used by everyone - for example Zoners already have too much of the caps, why they would need third one.

It pains me to see a nice design removed and not recycled but you make a great point with the Zoners having two battleships.
Also for the GMG thing. House corporations should not have warships. They should rely on the house. You could even attempt to rp scandals and such to get the government to siege a base for you but no one seems to try.

Is GMG a 'house corp'? IMG has caps too.
