Despite the issue of my ID in other topics, i call myself a CORSAIR (all capital letters, for the blind) and ofcourse i am biased to Corsair pov. I do respect NFZ. I also would respect whole 49 as NFZ.
Not long ago i mapped 47, 49 and 50, because of my curiosity.
First 47 bugged me, because i had to pass Hessian base close to the Corsair path from 41 to 49. First thing i thought was, 47 could need a rearrangement, placing both Hessian bases north. Even move the 47 JH in Omega 5 closer to Ronneburg. Another opportunity is to give Casablanca back to Corsair. It was Corsair base once and it could have been conquered back.
Because of the strange arrangement in 47 it was said, strong Corsair presence in O49 makes no sense, but Mindelo in 50 makes sense, using same supply path through 47 and 49 and therefore need presence in 49 to protect the supply route?
I'm also pleased with a "deal" Dab mantioned which will be suspended by Zoner Council. Fact is, a deal is signed by both sides and if one side suspends the deal a compensation has to be paid for the other side. In the matter of O49 the compensation would not be unexpensive i guess.
My and only my suggestion would be, Corsair population of GC will return to core Corsair ground. A lot of new bases in 91 and 94 needs to be populated. A small part populates Casablanca in 47 again and another small part moves to 50 to reinforce Mindelo. Leave a strong Corsair patrol presence between O47 JH and O50 JH, including the eastern cloud with the water dropping asteroids. Then, if not whole 49 is NFZ, Corsair can conduct, what they can best, taxing anyone in O49 outside NFZ's. I'm in doubt, but if Zoners get any trouble with another faction, Corsair can chuckle and watch.

I support Dab ideas. I would like to add my 2cents.
This whole talking about neutrality, it is only in Zoners' heads. Who cares you are Zoner and you are neutral? Everybody, and Corsairs especially, understand only power and the force, and respect only this one, who has the power and the force.
Zoners would like to talk about 'violation of the agreement' and what is the Corsairs' answer? If I understand well, it is something like: there is not any 'agreement', we do what we want, we do not need Zoners, we have food and all what we need, if you will deny our rights to pirate you and your guests in your home, we will destroy your bases.
Corsairs said, they are not vanilla corsairs anymore, then ok, Zoners aren't also. Zoners are rich and powerful. They have bases everywhere, they have access to suppliers, technology everything what they would need. Let Corsairs attack our bases, we will show them our ships hidden in clouds. It is within rules and RP to defend bases and other Zoners.
I am not pushing to the fight. It would not be good for anyone. But I don't want Zoners Council and high ranked members of Zoners community to run away like a scared rabbit, because of Corsairs shook a finger in front of his face.
Stand up and say loudly: Stop this! It is our home, be gently and respectful or scram.

I have two ideas.
Number one, if you are anything but a zoner, you are only allowed Cruiser's or larger in Omega 49. Pirating problem solved, but the lot of them are still allowed in:)
Number two: Corsairs should be respecting the agreement they have with the Zoners. If I was invited to a friends house, and someone else was there, and they had a fiver in their pocket, would I punch them in the face, take their money and then expect to be allowed to stay at my friends?
Probably not.
When the Corsairs attack those who we have invited into our system (I'm talking as a Zoner here.) then they are disrespecting us. That's pretty crap of you to be honest.
You want to pirate people? Don't do it in our system.
As an IMG:
I think that the idea of Corsairs pirating us is expected. I mean, come on, they're pirates.
Why do we mine there? It's the best mining in Sirius at the moment. Eventually, the IMG are gonna get annoyed, and then when the Corsairs bring 2 gunboats and a bomber to pirate a miner, they're gonna find that a Battlecruiser and a fighter wing are waiting for them.
Just don't start complaining when you do.

Lets have it the other way. Your friend invites you to be his guest, with the tiny little condition you have to take care about all burglars while you are in your friends house. No problem, because its your friend. One day, no burglars around or even friends of your friend now, he comes and say. "Thanks for being my guest and thanks for keeping my house save, but i don't need you anylonger, have a nice day." As soon as you leave your friend throws afterwards: "and please, never come back."
Thats a friendship, isn't it?
For all here who want Corsair presence lifted, you must be aware, this is a huge step and doesn't work without compensation for Corsair.
Something completely different. I like to be paranoid, more frequently in the last time, because we have a lot of elections this year in germany. Yes, East Germans, they were the true Zoners for 40 years.
back to the parablabla. Lets imagine Corsair presence in O49 is history and we all know, i hope, Red Hessians and Molly's want to become very, very close allies hauling alot of stuff the other one needs.
Trade routes:
Londonderry or Dublin -> O49 -> O47 -> O5 -> O11 -> Dresden and back
Well it might be not the fastest route, but presence of bretonian forces on this route is rather low and Corsair were put out of the way by hard working lobbyists.
Plus the fact that Corsair presence in O47 can be limited henceforth to the area around 41 JH only.
I know, i'm paranoid and would not have bothered you, but the doctor says i shall speak about to take away the pressure from my mind.
But i have a suggestion of my own. Take 49 and even 90 percent of 47. Therefore Corsair get Theta and 74. Fair deal, isn't it?

If you combine the two:
Friend asks me to protect his house.
I go round said friends, punch another friend, take his money.
Friend asks me to leave and not return.
Doesn't sound so farfetched now does it?
Also, combining planets is a bad idea. At the moment, who owns the system? The Zoners do. That's like me saying, oh this is a nice living room you have, I think I'll pitch a tent here and demand a say in everything that happens.
IE: You ask, not demand.
Omega 49 is a Zoner system, you need to show respect before you get any back. Secondly, once you show me the proof that the Corsairs have a sizable proportion of the population on Canaria (More than say, the BHG) then perhaps we can discuss the making of two bases.
If we were to have a new docking ring for every character allowed to dock on Gran Canaria, we wouldn't be able to see the planet for docking rings.

@Benjamin: Darnit, you catched me, but it was worth a try i think.
How many systems the mod has? Wonder how many discussions will follow.
The real problem noone, who is not Corsair, is thinking about is, take Corsair from O49 and the whole flank til 41 JH in 47 is bursted and Mindelo reduced to a small base of Zoner mercy.
This way you mst not be surprised Corsair biased players stand up against.
