The reasoning is this:
A player with a valid ID can dock where the ID allows with the exception of guard systems controlled by factions. The Council of Dons has exiled these players in role play. This is a role play convention, not a server rule.
The admins will not remove the IDs of these players because it has been roleplayed on the forum. Since they hold valid IDs they can dock at Malta.
If these players are behaving in a OORP manner by shooting outcasts (players and NPCs) and their allies then this is a different matter and should be posted with evidence as a violation report.
By the way, a player with a BH ID docking on Crete is OORP from a server rules perspective. This situation is different as these guys have outcast IDs and IFFs.

As I recall, when we had our little Strays issue they were made hostile to the Outcasts by CoD request.
