That's kind of annoying, actually. At least make a way to get from Colorado to the other Liberty Systems.
Anyone who's trading lawfully from Colorado to Penn or California is kind of screwed (no, Ontario doesn't count because there's no gate from there to Colorado).
But meh, it's just a game. Nothing to get too worked up about.

It could also be done by giving people more money, and randomly spawning them at the main Planet of either Liberty, Rheinland, Kusari, Bretonia, or Gallia.

I like that idea, Crucial. We'd just need to keep Liberty's spawn rate lower than the other houses;)
