Perhaps always beginning with a mid sized transport will help. Players targeting transports would be disastrous to player trying to rebuild as he's then be stuck constantly trying to regain a trasnport until the he quits and moves on.

i am considering lowering the price of every ship by 15%.

I think that everyone will just sit in the safe zones and not be game enough to go outside of them. If they do then they lose everything and are stuck grinding for ages again.
