When it comes to RP:
1) Rheinland
2) Bretonia
3) Kusari
I do not have that much experience with PvP, but I think there's always the competition between Rheinland and Liberty on the lawful side and Rheinland - Hispania on the unlawful side. I can't really say who has the most skilled pilots... it depends on the daily motion of everybody. I know cases where we (RM) shreded everyone else even with low numbers and I remember battles, where we have been stomped although we had superiour numbers.
