What if it were a made by the same corporation as the Yacht, but with a different target demographic in mind? Play it has marketing in RP.

Yes but in Vannila,even in Disco,the civilian weapon and ship line is mostly used by corporations like Samura ,Synth Foods and other companies, not by militaries,nor by nomads.
And corporations use these ships to escort their transports and convoys,not to go war or fulfill bounties.

I do belive it actually does not HAVE a designated corporation. its freely sold. Also, varok, civilians should not have these tools i agree. But mercenarys are not civilians. They are the same as military contractors in this case, often feilding almost and sometimes equal to military grade tech. Just because its open-market doesent mean it shouldent be in existence.

There is No such thing as a civillian in space. A civillian is a Noncombatant right? Not a single person in space rightly fits that description. Period. THe POlice forces are reactant and cant be everywhere. Neither can the navy. so who in their right mind would go out as unarmed as you would like them to be?
EDIT: Plus, the civillian weapons line is like piddling on a bonfire.

Space in FL is like the wild west. The police are around the main towns etc and each place usually has it's own small defence force but there are bandits and sometimes they can get big.
There were no real civilians roaming around the wild in those days. You carried the guns that the bandits and the law carried too. You may not be as good as using guns as them but you certainly had them.
Why does a starflier have guns after all?
Space is a dangerous place and you need to be prepared.

Ermm....prepared doesn't mean you need to fly a gunboat? Or it does?
Of course there are civilians in space.People just don't role-play civilians.That's why you have the civilian ID, the civilian weapon line, the civilian ship line.

Why not.. a gunboat can be used as a civilian exploration vessel, it will travel betteween worlds and you realy need some serius weapons in the case you find any agressive alien form of life "nomads". Dont forget that the civilian ID you can just use until some level, than you need to change your ID, its just used as a transition ID, and if you buy certain civilian ships as an Stork - CT-73 Civilian Advanced Train, you canot use the civilian ID anymore your level will up to 70.
As you can see no civilian ID can fly a Civilian Stork train, nobody can realy keep playing as an civilian forever, when in the game says that the ship is civilian it means that it is unfactionalized, every body can buy without problems did you got that? we should start to use the term generic then, it's just a word.

You cannot use the Stork because you can't use transports.With the Civilian ID you can only use Freighters, Civilian Fighters...
