Well my main file is a trader However due to the nature of my route and the individuals that guard it I do not think it would be wise of me to fly with outcast tags. So is it ok if I work outside of the usual zones untagged as a trader but tagged as a fighter?

Your main character will be considered a seperate character from your BLS one. What you need to do is make [BLS]-Bob.Smith (or variant) and wait for the bank or another member to assist you in getting started. Then, you need to register an account on the BLS forums.
