I'd accept such programm if officers were fully transfered into command of another faction, so it'd be like BPA)Kom.Rudolf.Heinz and RFP|Alice.Ross, possibly with their ships.
IRP goal would be to exchange expierence in catching local outlaws and establish closer cooperation between police forces. Transfered officers would have special rank and no authority over regular officers.

Simply logging LPI- and going to Dublin wouldn't work as per ID and laws, by which LPI operates and has power to enforce Liberty laws within only Liberty space.

Observers from foreign police, on another hand, could be interesting.

Next time give us a link, because what I just said above and what you did are exactly the same. Make a statement that had no evidence to support it. Although I have for a while supported the idea of removing police factions from Discovery (they should InRP only be on planets and stations and not require the use of spaceships) I'll always request evidence when statements like yours crop up.

I once saw a BPA id'ed character in Dublin. It was mystical, i could hardly believe my eyes.
Then he came and harassed my IC| transport for the whole IND-smuggling situation, threatened Waterloo and my safety.
And i was like. DUDE.

The police is always the first choice of a government, that is sent to strengthen a relation between countries that were at war or are just trying to work closer together.
American MP's after WW2/during the Cold War, in Germany/West Berlin.
German Police forces in Afghanistan right now. (just an example)

So if the Rheinland/Liberty war would ever end, I can clearly imagine something done between the LPI/RFP. So why not LPI/BAP.
I say go for it, see how it works out. Though you should maybe not enforce the law on your own, in a foreign country, but rather work in a joint venture.
