Scattered Ideas I made during my brief period in the Phantoms. You can use them if you want.

Mission Briefing
Since the end of the Shadow War, the surviving splinter-group known as the Phantoms went underground for over five years due to heavy cutbacks in both resources and operational networks. All our external contacts with various factions and individuals have gone completely silent, most of them have presumed that we no longer exist as an organization. Because of our current lack of information flow we possess virtually no valuable data on any of the four Houses. Our knowledge of any recently developed relationships between parties stationed in the borderworlds is also extremely limited. Rheinland being the first region that our organization will focus on, Phantom agents will be deployed to investigate and gather information of the existing Factions within the existing borders of said House.

Mission Briefing
We are at the brink of consuming the last reserves our aestroid base in Omega-47 contains. Furthermore, we have no access to a larger fleet of transport ships and due to our covert nature we are also intensely restricted to the available resource market. In order to avoid resorting to a limited operational effectiveness, something needs to be done. Brief contacts have been made to a representative of the Omicron Supply Industries (OSI) as well as the Temporary Anonymous Zoners (TAZ). Phantom Nirvana has been charged in contacting one of these two organizations and the responsibility of its success rests on his shoulders. He is to identify the key-resources which are in need for the Skara Brae (Omega-47 Base) and then produce an appropriate list of materials to meet those demands. If the operation goes as planned we will have not only secured a future supply-line but pressing issues that are currently halting upcoming missions will be restored to their normal states.

Prima Causa Network (PCN)
Underground News Channel
Purpose:
- Present the Phantoms in a better light through carefully crafted news items based primarily on in-game events.
- Assign negative attributes to hostile elements such as making the authority of a House look incompetent.
- Consistant updates and participation of external characters to promote interest and curiosity surrounding the Phantoms.

Operational Conduct:
- Primary conduct should be creating conflicts between Factions that don't already have conflicts. You would focus on objectives such as establishing fake cargo orders (from Faction A) that will anger Faction B who is allied to Faction A.
- You will reinforce any corruption or shady underground deals by taking part in them, establish trust with the relevant parties and then put these into the light via Prima Causa Network causing more internal conflict and chaos. The Phantoms do not possess the resources or the manpower to directly destroy Factions in Sirius but they can make more Factions destroy themselves faster.
- (Partially Dusty's idea) You will focus on one territory at a time, such as one House area, by doing this your activity, presence and general Role-Play will be concentrated at one spot. This will boost the activity of external parties which you need to forward your own activity. It will also fit in line with the scarce resources the Phantoms hold.
