Actually, there are no rules that say you have to let a person going to Conn. pass unhindered. It's an honour system, and if people are abusing it, then it will disappear.
So really, no one has the right to immunity when flying to conn. it is the players who choose to give this trust in respect for their fellow players. If you abuse this respect and trust, then things like this happen.
I believe the saying is, you will reap the whirlwind you have sown.
