Ryoken is indeed Warhalk. I have it on the word of someone who can see the IP addresses of users that they are on the very same computer, not even neighbouring PCs.

Well, there are several ways of dealing with slightly silly threads. If I'm honest, I've not done much backreading in this. Only the first couple of posts and then yours. So I'll have a look at the rest of it and make a choice on it.
But in terms of dealing with threads which are a little daft, there's always the option of simply letting the vultures descend.

Well he claims they're at an internet cafe. How can you distinguish between PC's? I mean, there would be a lot of less "You banned my brother so now I can't play" type moaning if the admins could IP ban a specific PC.

This is true, but then again, it could be a cleverly constructed peice of trickery. Although Ryoken suffers from wayward apostrophe syndrome, there is every chance that he was faking the symptoms of the disease for years, only to create this new identity for himself and thus fool the entire community.
