On a more related note: I think if two parties agree to Roleplay a court case, criminal or civil, it doesn't really matter if there's 'forum written laws' to back them up. It's roleplay, not everything needs to be laid out in writing imho. What forces you to not pay the fine? And why should Houses and corporations respect the law at all times? States and companies in real life break the law everyday, bend the rules to their advantage. We're trying to make a point here, that the laws that trials are being based on are not accurate enough to allow for such consequences. Houses and even some corporations are sovereign entities. They may very well not care about laws and standard procedures. They are the law.
