It is that which allows gunboats to no longer have to aim their guns. Although it would seem you are trying to imply that nukes, missiles and so on are a viable counter to this. Is that what you are attempting to say? In terms of a reduction of zoom - I was thinking reduce it to maybe 3 clicks, to allow for fast target changing, but to avoid the auto-aim issue. I reached top of possibilities of using zoom and steer (Actually steer is useful, even without zoom. It would be cool for videos capturing) at ANY kind of SNUB vessel (yes, light fighters and bombers as well), and my conclusion will be the same. Get rid of it. The only vessels which should be able to use it must be: gunboats (20-40% of current length), cruisers, battleships and transports. Bring some difficults in, so there would be new heights to be achieved.
