In short, FR5 is usually a last resort for OSI. Or at least, historically, that's the way it was. I have very little to do with the leadership direction nowadays. The preferred path was always pirate the snot out of the OSI and then let 'em have the opportunity to work themselves out.

If you look solely at official factions solely Kusari is probably #1 or #2 in terms of activity house-wise. Liberty has all the indies though.
