They have the second largest population in the cities, and are spread across the uncharted countryside in villages. There's no getting rid of them, however the Zoners feel about it.

EDIT: Just to clarify the second paragraph: they're just as much a part of Gran Canaria's day to day life as the Zoners are now. Try to remove them and the planet burns in a horrifying civil war.

EDIT2: Another clarification. Zoners have a bigger population there, but they're also regular men and women. Corsairs tend towards the killing and maiming spectrum of civilisation due to cultural conditioning. When it comes to picking up a rifle and gunning down a neighbour, the Zoner residents are going to have a lot more inhibitions than their Corsair opponents.

No-one actually cares about anything thats dont good for them, even if its with lore. Lore sayes Corsairs will kill Zoners if no reason for em to be in sair space - right now it is more then enough to nuke FPs and steal all goods. but no, alot of zonerzonerzoner players QQ and dont wanna get pew-pewed but joins on gamma raids with pleasure.
