Zoners are supposed to form something llike confederation, if anything.
Relationship with locals varies a lot in dffierent Freeports. It's likely, for example, for Zoners of Freeport 9 to give out Outcasts to Corsairs for some favour - but Zoners of Freeport 10 won't do such thing for obvious reasons.
I do, however, understand it's Disco and perception of Zoners is so different from vanilla here...
