We can hardly change the ZoI of a faction either for an event that doesn't even last a week.

If a significant part of the Liberty Navy's ships would be stationed in California, they would still be without backup from New York at all, which means that the Royal Navy can steamroll into California and attack everything they see since the ships that are in California are without any help, only the Yukon could help then but that would leave Cortez open. The thing is, changing the ZoI for this makes sense, you should act more over player input, if the gate would be nuked, giving GRN ZoI in California is the only logical thing you can do, yes, it is pretty hard but it is logical, when will player driven RP consequences be accepted?

Shelco, NEMP is a temporary tool, not a permanent one. When I decided to use my NEMP on FP11 I didn't think how to destroy the station or permanently damage it, but rather to create a nice fun event. I expected that after a month everything will be back to the state prior the bombing. I'm a bit surprised people immediately think that because you have a NEMP you get the ability to do something extreme like altering the lore completely or conquering systems/destroying bases.

Hell, recently I got approached by someone with a NEMP that wants to use it on Heaven's Gate and whose original idea was to make the station undockable or the Order/BD forces to take it permanently, with which I strongly disagreed. The plan was altered a bit to be a temporary disable when after a week or two Nomad forces strike back and retake it, and I honestly can't wait for that event to happen as it seems like it'll be a pretty good one.

I know it is temporary, but it would still be enough time for the events I described to happen, at least parts of it.
