No. Zoners may not attack unless in self defense. You'd need people to shoot you first.

Or unless defending a Freeport, as their ID mentions. Freeport 2 has been invaded. Thus, any attack in Bering could be justified with defending the Freeport. Could it not?

Freeport 2 was voluntarily given up by Zoners as economic and military presence dwindled in Bering. Aside from that, Freeport 2 has a pirate IFF, so it's no longer a Zoner base.

I'd agree with that. I wouldn't report any Zoner who engaged a Unioner in Bering so long as they did their two lines.

It'd be disappointing if Tarrafal got retconned. More conflict is a good thing. Zoners need some kind of engagement principle, that's been a known need for years.

1 - it as stupid to put there a zoner carrier base ... that carrier should be in omega 49 defending Gran Canaria from possible Gallia expansion, as also from wild attacks

To use that name you should do:
1 - provide escort to zoner traders
2 - provide security to zoner bases, mainly the only zoner planet Gran Canaria.
if you do that i would agree and even put a ship or two for the cause, but start a war with that name, that could drag ALL zoners, because you want pew pew ... no fk way!!
This is why i dont love this idea. inRP very small sense for zoners take anything back. For what, if they can find another hole and build new FP. But, this is not Tanith baed. Bad all idea around tarrafal since it was introduced.
Just damn, think about HOW it bad inRP now. How mad would looks like any tryings to get back system, which officialy now is pirate lair.
If they are will cooperate with Rheinland and Liberty forces, and they steamroll bering - i belive in it. Zoners with some mercs in opposition to unlawful lair - this is mad.
Maybe need ask zoners, need they that war or not, want they became a target near of bering, only because some peoples want pew with zoners id?

I was thinking more about Zoners. What is there to do as a Zoner other than insular, pre-meditated Research RP with no sense of progression other than forum stories, or supply edge world POBs?
