I have seen this one been exceptionally adamant on finding your peers. In my past experience over the year, he had frequently followed me around looking for answers regarding the Vatan. I deflected majority of the questions, but I could never get the true reasoning of why he was so persistant.

Supposedly he believes that the Nomads are trailing him, believing himself to be of great importance. Deluded himself in a conspiracy. But it is entirely possible that this is merely just an Order operative looking for a score.
