The Hessians technically have one, but it's full of lava and not really a place you'd want to spend more than a few minutes on. Just because the majority of them can't speak proper english gives you no right to label them like that just because they're Russians. It's not like there weren't such groups that did the same thing on other factions so why the hostility towards this one? The Devs have decided it to be a space USSR in Lore because pre-Freelancer it literally was Cold War in space and SCRA are the remnants (even if not 100% are from the original countries) of the Nation. 2ndly We mentioned a frikkin ZOI limit which would also limit their cap usage such as the Typhoon and Hurricane into that sector while right now they can literally go anywhere in their Hurricanes. It's a compromise.
