You have been rather highly recommended by the other independent zoners, and add to that the fact that you wish to take the risk of shipping our goods thorugh our space in lightly armed Whale transports, I am strongly considering endorsing this visa application to the right authorities in charge of Border control.
However we would like a few concessions granted prior to any such agreement:
The first is that you confirm your split from CoZ authority, and that you are an independent state free from the control of that organization. This is needed for diplomatic purposes.
We don’t seek to enforce our will over you, merely stress that we will not conduct any negotiation nor diplomatic communication with said Council until such times as they make restitutions for the grievous insult they inflicted upon us over Freeport 14.
-Transport ships ONLY!! NO fighter type ships or cap ships. If you are under escort, you're escort will have to wait outside their system. If you are caught with a fighter or cap ship in their space, you will be arrested and subject to our law.
-If you use it as a trade route, don't explore, just fly through. If ordered to stop, do so. Again, our laws apply.
-If you are trading, conduct your business and go.
-Respect our guests in the system, and don’t interfere with internal Coalition matters.

During the time you trade in Omega-52, you must obey the Coalition law and regulations, specifically not to be involved in activities declared illegitimate by Coalition Government. The trading station will give you a government booklet about the government regulations for foreigners in Coalition territory and you are required to read it. You must obey the security policies of the stations you dock at and those of the accommodation you use while in the system.
You are required by the Coalition law to report your residency to government whenever docking at a station longer than a few hours.
Foreign traders operating inside Omega-52
Should have the following qualifications:
1) They should hold a friendly attitude towards the Coalition;
2) They should observe Coalition laws and decrees;
3) They should respect Coalition's religious policies and should not conduct activities incompatible with the trader's status;
4) They should respect Coalition people's moral standards, customs and habits;
5) They should be in good health;
6) They should not have unhealthy habits or behaviours (such as drug taking, excessive drinking, etc.);
Customs and Excise will check all visas at the border, and the ComIntern and Kurt Eisner will be conducting thorough searches of all cargo for contraband deemed illegal in the Coalition Territories and dependencies.

I regret to inform you that we will not process your Visas at this time.
We are taking our first, tentative, steps into the realm of a New Economic Policy from our current policy of War Communism. This, as you can understand, is a time consuming affair.
Many people inside our government have raised concerns about proceeding too quickly. By our nature we are a cautious Group that has survived by preserving our national soveriengty, and the soveriegnty of our economy.
The invitation for the TAZ to commence trade has actually been the result of nearly a year of tense negotiation and intense debate in our Government chambers. we are confident of their capacity to follow our laws, but the Consortium is being considered for future trade, when we are ready to expand our economic ties.
This is not a refusal, so much as it is an invitation for the Consortium to enter into negotiations for trading rights. Until such times as you have earned our trust, we will be establishing an extra-solar trading port, and a consular office. These should provide you with an opportunity to trade with us through the Baffin Consulate/harbour, and later through our trading port.
We thank you for being so considerate to making these diplomatic overtures, they are an important first step towards our mutual goals. I look forward to meeting with you at the negotiation table in the future.
