Can someone have a Junker ID with a BLS tag? Meaning he is a Junker working for the BLS. Or are all BLS members outcasts?

Yes, you can, if you have RP to go with it. We have a GC tagged/ID'd transport (see "Acquisitions" in my sig), and I encourage such diversity.
