What skullz means is that there are faction who are hard to keep active because they need more then just - POWERTRADE or PVP.... means they are based mostly on RP what makes it hard to get enough number of members to be active for at least few hours a month.
RM isn't a faction that will be STRUGGLING to get activity. THey can have problem for week or two then people start to log - pewpew - and activity goes up.
