If you are currently hostile to them and only want to bump it enough to be neutral, shooting their main enemies would help. Outcasts, Blood Dragons, Golden Chrysanthemums would likely help. Mind that most IDs are rephacked in some manner to Hogosha, which might affect you.

I will take IC ID, to sell gold ore at Roppongi. But i am 5k transport with lags. I cant kill ships >_<

That is a possibility, but remember that (other than repair ships) you have to go to Coronado for any of the ships allowed by the ID.
