Within the next 45 minutes it will be December 30th everywhere in the world, and 31st in some parts. Which means technically cannon, igiss, or whoever has 24 hours to release it and be on time.
In other news.. If you're REAAALLYYY anxious and like to stare at things.. Just look at the 'last active' information on Cannon or Igiss's profile. When it shows 'online.' Then it's probably being released.
