So if a smuggler docks in front of a police player using one of these docking points can the smuggler be FR5'd, can the police lock it down? What's to stop people completely ignoring the police and just docking without fear of any repercussions?

tlagsnet ,police id-ed players can find out a smuggler before they dock and they can act accordingly when they intercept it before they docked or get anywhere near the base

if they do dock..it means...the smuggler win this time and police failed to stop them

also...above was mentioned that /nodock could be exploited by indies...what if /nodock could only be used on pirate iff bases and the contraband could only be sold to those unlawful entities and not lawful ones ? (or at best 1k/unit for confiscated contraband by police)

There is no such thing as a smuggler winning against a cop in an engagement. In contrast to pirates, even if traders get away the cop can place a KoS on forums in criminal register for example or they can just send a fine over via communication channel.

A cop doesn't even have to rp in game . They can use cargo scanners to scan 10k away and collect smuggler cargo snans to then send to smugglers and threaten them if they do not respond then they could get into 'worse' trouble. I recently saw a case Lpi issuing that even a FR5 as a threat.

Np though. Lets be delusional and think that everyone agreed to not fr5 smuggling until it actually happens.

TLAGSNET only works if the smuggler uses gates/lanes, for the sake of arguement lets create a scenario:

A police player is sat at their capital planet scanning TLAGs when they notice a freighter flying towards the back of the planet who hasn't shown up on the scans, the police intercepts and cruise disrupts the smuggler just outside the docking satellite. The police player tells the smuggler to cut their engines and submit to a scan but the smuggler thrusts to the satellite and docks.

It's not a friendly dock point so the police player can't /nodock it or RP it to refuse docking rights so what would happen?
