Sure, give people Marduks for the event only.
For example , i buy Marduk + CAU 6 + Full weapon , and after event Administrator simply Bastille it and refund me money i spend .
I am not saying that it is easy , just that it is possible if there is will and wish .

Unlimited snubs, mate. Reserving slots is just for the capitals, and right now there are enough nomad cap slots open. I guess some need to be shifted anyways for the balance, as 75% of people have and are still joined humans.
