Just because you have ZoI there doesn't mean you should participate in the event, especially if your faction isn't listed. So many events with huge potential got undermined by factions having no business being there apart from "my ZoI allows me to". If it's meant for certain factions to encourage their activity specifically, by bringing uninvited ships you're not only stealing their activity but also going against the entire purpose of the event apart from potential lore progression which is player interaction for said factions. I'm not gonna be the one to forbid you from coming, but think about why this event was made. Anyone can make a Council ship for the event, especially with how inflated the economy is with SciData, no pirates and whatnot. Money has never been easier to make.

To not take this out of context, of course if an event is made in a place where a faction has very high presence such as an event in Omicron Alpha excluding Outcasts then the event itself is highly questionable and needs revisiting. Orkney/Gallia? Hardly any factions apart from Gallic ones have influence there. The Outcast base is more like a placeholder that no one ever cared about.

Think about it from Council's PoV. As a BAF you get to raid Leeds, Magellan and Cortez, fight the criminals in Bretonia, Hessians and Corsairs in Omega-3/Cambridge. CR also gets to raid and fight GRN in abovementioned areas with the addition of Taus (although BAF has a ZoI in Taus as well) and Omicron Alpha. Outcasts have the biggest non-generic ZoI in the game and can raid whenever, wherever they want. Can't you suck it up just this once by bringing an actual faction that this event's meant for that's struggling with activity since forever?

BAF was added additionally for this specific reason and because Council needed caps from an active playerbase, and if the Council agreed to it then who am I to argue, but imagine this scenario: I bring my BHG character to Orkney because "I can". I shoot Outcasts, kill them, claim bounties. In an event made for GRN and Council we end up with Bounty Hunters and Outcasts fighting each other. They have no investment in the lore progression or the area where the event's taking place and are directly undermining factions this event's made for.

And that is exactly the issue as I mentioned. What's the point of playing any other unlawful faction, when you can play outcasts that can go anywhere and shoot anything they like. They should either be restricted or just merge other factions with Outcasts. If I were a new player wanting to RP an unlawful group I wouldn't play anything else than Outcast, since they practically cover the whole Sirius. If you want to contribute to this server and nurse it back to health then I suggest making a new character, even if just for the event, create some Council vessels and just have fun in the event, but noo, gotta have them destroyers and cruisers and whatnot, and you don't wanna be spending all that money just to make an "irrelevant" character eh? Well make it relevant.

Some information for those considering making a snub just to participate on this event: the Council restart drops you on Toulouse, Roussillon, a single jump away from the focus of the event. Most of the entire Council shipline, and guns, as well as brigand ships, guns and maquis guns are accessible in that system alone. In case someone wants to fly something heavier than the Basilisk, Warans are closest sold on BGS B in Coronado or on York in New London, and Council ID has a 90% powercore regen rate with sirius civilian things, means a little detour and a slight core nerf and you are still eligible for the kill bonus with your dual nova/snac/scorcher/neutralizer loadout. Same applies for sirian fighters, though I reckon the Stellion should be just enough.

Being faction listed for event is a big honor. It's also an opportunity to have fair pews and even credits over top.

Being faction that comes to event uninvited is legal, but also lowers the chance for being listed in next event (from my experience).

Unfortunately, many players simply will log on stronger side. Luckily, we still have few aces here that will log for weaker ones in the name of good balance.

Investing in a ship for a faction that events a lot is good investment.

Up until now apparent presence of Maquis in-game was minimal or non-existent. If there is interest, I think they could be added, but I don't have as much insight into setting up Maquis ships so I can't provide tips for that.
