I voted 'no' on this one. Corsairs aren't any different than OC's from the Xeno's point of view, and they can just stay out of Liberty.
The only non-Liberty unlawful group I can see the Xenos getting at all chummy with is the Coalition. With similar ideals and enemies (though a more narrow scope, and isolationist bent on the Xenos part), I could see the two groups working together as needed.
I've seen little/no interest on either the Xeno or Coalition side for that suggestion, so it's just an interesting thought exercise more than anything.
