Well I suppose alot of people do use flashpoints... but many more people use other alternatives.
Right now, the thing about civ weapons that I dislike, is they all have a high refire rate. We need some more 4.00 (only shieldbusters have these atm), 3.03, and 2.00.

Please make the bloody Civic guns worth using them. I nearly NEVER use them now, but I want to change this. Debs are the only civic guns on my ships, but I would be happy to see more good ones.

The current ones could be Libretonians, and the other three houses could have a gun based on a watered down version of the houses military guns.

Actually, what about the exact opposite? The Libertonian government doesn't use any Neutron based guns, so the various corporations are building some experimental versions. Or they were the failed version the government didn't work, so they cut their losses and sell them on the open market.
Bretonia's could be plasma, Kusari's could be tachyon, and Rheinland's could be photon. Flashpoints already exist. Then just make a class 9 version of the Purple Goddess and you have a plausible explanation for them all!
Edit: Elsdragon didn't think my thoughts were clear. They would all be on the open market with this thought, the origins would mainly just describe the general visuals. The Civilian Photon Gun would be Rheinland green, for instance. Or the Plasma would be white/blue like Sunrails and Splitters.

in my opinion they need to be faction-level.
class 1-5 guns would be civillian, but i'm sure corporations needed higher-class weaponry for there escorts, so a kind of universal "civilian" line of weaponry was made that's faction level, as it was developed to compete with pirate faction guns, but they arent' 100% civillian, theyre just guns every corporation can use.

No, Bretonians are good with Railguns, so bretonians would be particle if anything.
Rhienland are good with plasma (firekisses) so they make the plasma ones
Kusari will stick with theyre tachyon.

Um Nerd, It was a Weapons experiment, that wanst military calibur, So, SOld to civy. Besides, Its just a bit of background, given that they are Supposed to be sirius wide.
As for the first IDea, they would be availble sirius Wide, EVen If " civillian" Is a bit misleading, as they would be faction level
