I have just made a Nomad character for the sake of being a nomad. He will fly a Nomad Fighter with 2 nomad blasters and 1 nomad cannon. He will have no shield, and a pirate ID. No tag, and will go around, saying nothing, attacking whoever the hell sees him first.

No shield?
I would say that that is unnecessary. A PC Nomad should use a shield, just like PC battleships use shields, even though NPC patrols dont.
Have fun finding places to dock, though.

There seems to be some debate over whther a nomad ship should suddenly contain a non-human after u buy it... or not.. and if so still more debate about what ID should be allowed.
I guess I'm looking for an admin's guidance on this. Is there a rule or not?

Yes, but terrorist IDs are only given with Admin permission.
This will be a completely Nomad character. Made for RPing, and when I want to have fun. It'll act completely like the nomad NPCs do. No CD, No torp, No CMs.
It'll be someone everyone can shoot at.

You say that the character was under construction. Effectively the Starflyer never existed. Put it this way...How many Rheinland Military pilots were actually born on Manhattan and began training in Starflyers?
(And yes, I know I'm not an admin, before I get flamed for offering advice:P)
