They could work together... up to a point.
That doesn't mean sharing ships. The Blood Dragon fighter, added by Igiss, states so in its infocard.

Freelancer is a changing world. An ongoing adventure so to speak. Not everything now can rest apon romours of the vanilla version. In thiere IDs which we have no control over what we say. ((I meen we didnt hack everyone on FL game files and change it to say we are allies)). Its there we unite to defend kusari from the corsair threat.

Well like silent posted, at least two RoS characters come from kusari, so how do we know, without trawling through hundreds of bio's, how many more have come from the dragons?
Unless you've got solid proof that characters, if any, flying blood dragon ships aren't from kusari why worry about it? It's like most things online, you have to trust the other player to exhibit some judgement and self-control.

By that argument, I could make a character in any faction in a Blood Dragon fighter or bomber...
It grates a little, is all... plus, I don't think the Dragons would be happy if one of their Samurai went Ronin to get high with Outcasts instead of fighting the KNF.

Well I don't have a problem if in the whole RoS there are 1-2 BD ships for the two characters that comes from Kusari...
but you write on request which makes it seem that any member can get one....

I believe a compromise can be made with the ships I highlighted. Not banned from the shiplist alltogether, but with an (Exceptional circumstances) tag, rather than (on request). This, in my view, would make the person wanting, say, a BD bomber, to make a character RP based around how he or she had a relationship with the dragons that somehow transformed the relationship into one serving with the Outcasts, but with the ship from the characters previous exploits as a Dragon, or in their service.
I think that is reasonable, and should also be applied to the other ships that I highlighted.
I also think it should be noted that I didn't highlight the gunboats as I am well aware the Outcasts have none of their own design at this time.

Why do the BD consider the Outcasts less of a threat than corsairs? The corsairs, so far as I can tell, are selling art to the hogosha, while the Outcasts sell drugs to children...I think thats a big hole, right there.
A bigger hole is the three subfactions...
one is Eppigoni, what are the other two?
And is there any functional difference between you're squadrons?
A last point, what's you're current and your max fighter/cap ratio, and otherwise what does your cap policy look like?

this doesnt mean i will give it to everyone who wants it.
this will involve them giving me a ample RP story on the character which will need to resolve atleast with a viable excuse for the ship

I think we should make an effort to avoid picking on inconsistencies with Discovery as a whole when discussing individual player factions...
