But really, the thing is, if people see a cruiser class ship, all they can think of is "Oi! Warship! " making the corvo not so useful... especially cause it's pretty much Zoner only ...
The Fearless has a cargo hold less than double the size of the hold of a Voyager, an other ship of mine I usually do freighter trading with, so in terms of profit it isn't more. Obviously you'd need destination points outside of House Space, but other than that it's basically freighter trading without the cruise speed and small size of freighters, but in return spiced with the hilarity ensuing when people you described in your second paragraph meet my attempt to talk my way out of a situation.
Sadly never got to try out such situations, as even during the small time I was trading with my Fearless all the roleplay I got were greets. Even by lawfuls, even by lawful warships. I'd been curious how such conversations would roll. Maybe one day I'll return to it.

Gonna play a little devils advocate here.
If you open this up to everyone, you may as well remove Gunboats altogether. People will simply counter the new "Research frigate" with one of their own. Soon, everyone will be using them. Pirates, escorts, probably even factions with their own gunboat are going to use these simply because they are more powerful.
I see the appeal as a research vessel, but there already is one. If you are going to tone this one down you are just making another Audouri.
Alternatively, if you wish to avoid all of that, you could simply remove the CD mount. There needs to be some trade-off for the extra cargo, weapons and/or power - CD would be a good start.

Uhm, not realy... More like the first months you'll prolly see alot of Corvos, but after that, people will still go for Faction Battleships and choose actually Faction Capital Ships over independant Corvos.

Since the IMG have their BC, why just not give the "Corvo" Cruiser to the GMG?
The Corvo would fit to the GMG in my opinion and you can still call it something with "Research" to have your so called "RP-Balance".

GMG need their own GB and cruiser (imho, ofc).
Corvo always was a research vehicle, and it should be restored in its main state.

In all seriousness: snubcraft really aren't too effective vs Caps in explosive gas fields.
And we have GMG Gunboat turrets, GMG Cruiser turrets and GMG Battleship turrets. But we don't have any of our own faction tech to mount them on

I heard GMG raped Rheinland BSs in the 80 year war. With snubs. In explosive gas fields. I imagine small size can help a lot to avoid those gas pockets you definitely gonna hit with a bigger ship.
