It looks to me like it's badly optimized because some people are abusing their faction traits.

That for this event. And curtail access to cloaking ships to the event system.

There are countermeasures. The only problem is the people on both sides. One side may abuses stuff, the other side doesn't want to invest effort into countering it. Don't punish other people for some few smartasses that can't play the game wihtout exploits.
