Yes it is technically possible for a GB to kill a Cruiser - as long as GB does more dps than cruise shield recharge it will always be possible.
What this thread is about is that it's in my opinion not possible for any balanced GB (don't come with BHG GS using Nomad turrets) to kill a normal Cruiser piloted with average skill.
Hence anyone is challenged to try and get a lot of money if he/she manages it.
Score is 7-0 so far.

Does that mean that it would be in your convictions that any gunboat that does manage to kill a cruiser piloted with average skill is unbalanced, and by extension, overpowered? Or do you mean any balanced GB piloted by your average pilot cannot beat your average cruiser pilot?

I would like to try, i just need to know which one, who is piloting it and where will the fight take place.
So far i killed a Praefect, Bullhead, AI Cruiser, Reseph, Argus and Scylla with a Bottlenose,
and a LABC with Rogue GB.
But in the end, it all comes to the skill of the pilot.
