It's almost beginning to sound to me like you are going to use the backbone story of Samura to waive a flag of control over the KNF faction. Sorry mate but just because their is some RP storyline to it don't think that it's going to fly. If thats not the case then forgive the post, just sharing my observations.

about GMG - Samura.. yes they are not really allied... but there are somewhere between allied and neutral right now (the contract is still in place I believe)... it works as perfect RP for Samura to use the civilian Stinger, that is sold on their base
But if you don't want I won't press you :) Just thought that using only Eagle might be a bit boring ...

Don't use the Orca. No Bounty Hunter ships at all. You aren't bounty hunters, so don't use them.
I don't see why a trading faction needs capitals though.
