I'm not entirely sure there is a difference, but! on that note, I don't think it's the best idea for those groups to do either. What's the current status with the GC? I think there could be lots of potential for interesting situations if a wing of privateers was operating from Okinawa and attacking far behind the line. Though, about the rest of this, couldn't the Emperor just give all the AFA a Letter of Marque and nominal positions in the KNF to resolve this line of argument? Alternately, perhaps the BAF could convince the Mollys to cause trouble in Kyushu, parallel to FA actions? Although, to be fair, both Unioners and Xenos are based outside their respective houses, and GC can be found outside Kusari. However, all of these factions have an insular bent. They want to affect change on their homes, and don't care about outside areas. They've no motive. They've the ability, but no reason. Ktayn makes a good point. However, if they were given license by KNF and charters, etc, I'd continue to suggest they join KNF. After all, plenty Bretonian privateers are ex-cons like Mollys.
