Having to supply a base with so much just to keep it alive may also cause more burn out, more people leaving the server either temp or perm.

It isn't causing burn out, it's just removing the absolute insanity that is maintaining 5+ bases solo. Out of all the PoBs on the server, there's more than a third which all belong to a select 5-6 individuals. This just shouldn't happen and, as Haste put it, was an oversight.

Also, consider that PoBs aren't the end goal nor should they ever be the "final" task a player has to get to. If you can't reliably supply one... maybe that's just not for you? What if we applied the same standard elsewhere? "Please make snubs slower, I can't spend so much time learning". I think I got the point across clear enough.

What are the safety features when someone dumps a fully kitted out troll pob right in front of a jump hole or another stupid place, and no one can ever remove it because it outrepairs 25 battleships?

This is discovery we are talking about.

Edit: Can't wait to see the first rogue base right next to Manhattan

Sure faster buildup is fun, but it also causes it to become a second job when you stick to these rates. Disco simply isnt that populated anymore and there are many PoBs that are years old that are still being cared for by long time players.

Your idea focuses on the brand new ones, but I think the existing ones should be given a bit of a leeway too.

I can already see myself supplying such illegal base under the cloak disguise Cool

Sieges should not be really a thing in the first place, they are pretty much just party poopers

For such cases admins exist. After all they rename bad named players too and encouraging not screwing up completely

Imagine amount of transport traffic from this. And lawful appeared jobs each time intercepting those transports

They are meant to be dumped on the most illogical places regardless of law or common RP sense.
And no one can do anything about it?

Well sorry, at first I believed this to be legit plan to improve POB gameplay. Now I feel this change is just to make sure the rest of the community will start to hate PoBs aswell

You are too much concentrated on negative side and missing the catch of breaking shackles of old system which is just stopping fun to new players.
This can be a change stopping corruption of governments and terrorists pushing their often toxic unwelcome atmosphere to new players

Pobs can't harm players with weapon platforms any longer

Time to get new blood to this stuff, and having possible gameplay and RP not distracted by old toxic people in pixel power. Let admins judge it being good.
Let activity flow from all the transport activity for new fast build bases

admins can and will likely moderate any pobs that are impeding the gameplay environment, plenty of times we've had troll pobs moved.
