So you finally decided to make some rules for them, after all this time.

Bravo.

However you should make better rules than "must be approved by staff".

Simple rules like "you shouldnt just act out of personal vengefullness or self aggrandizement
or promotion of the faction you're also the leader of".

And "you should act for the betterment of gameplay for everyone, not just your inner circles".

Also unlawful factions of the house should be included in the oorp aspects of house governments.

They are oorp bodies with an outside irp appearance, stop pretending they arent.

Making their inner oorp discussions about steps they take transparent and visible for everyone would greatly improve their behavior and increase trust in them. I know you will never ever do it, saying it anyway.

Making another post with no hope of staff being able or willing to grasp any of it.

Like Denis said - nothing stops the 1iCs to have entire informal discords where they include unlawful factions
and then just present outcomes to staff

Nothing stops them apart from them not wanting to do it because of totally non selfish reasons.

why would pirate factions be included in bounties, ship/equip surplus, pob licenses, law changes etc, anyway? those are all handled on the lawful side.

because they play the game and are affected by the things you decide too.

not being interested in joining the process can have many reason, one of them being having no faith in the process. what their individual reason was I cant tell, but its certainly possible

p.s: if you arent willing to accept any bounties on your faction and discuss how it affects game play for yourself and the other side, you probably shouldnt be an official faction anyway. which leads to the topic of rules and guidelines for official factions, which we might see being considered by staff in another 10 years

One of the main principles of the Gallic Assembly is transparency. The only rule about secrecy is the decisions, and the discussions about them. We have a clear list, available to all, of who is an advisor (someone who represent no faction, and is there to give his opinion, such as someone who is more knowledgable about a subject); a group of moderator (who are not part of the sensitive discussions themselves), and finally the representatives (people who represent Official Factions, Unofficial Factions, and Unofficial Factions, lawful, quasilawful, or not, as long as they are on the list and tracker, and have requested to be part. If anyone asks about anything, such as changes, everyone who's on the team is readily available, and we made a role that can be pinged by anyone, for such questions.

...It seems this is going to change, and make it very difficult.

considering their constant whining about how they want to make running away against the rules and how their ships that just slaughtered 3 defenseless traders are getting ganked by lawfuls, I would say yeah, they do care and they should be willing and hopefully able to discuss gameplay issues
