Indeed the classiest way to get back to that particular pirate is to place the bounty on his/her head. Do it in roleplay and you'll get your kudos.
You can even set the requirements how it should be done. Like 'make sure you say hi from me before you blow his ship out of the space'.
But collecting the bounties yourself is frowned upon UNLESS you clearly have 2 long standing characters going and you've been known to play them well (RP wise). If you use it for revenge-killing (especially special bounties) you'll end in trouble.
While placing bounties is the classiest thing to do, and people do it all the time, remember that you need to pay them too. So you'll end up trading more to pay the expenses.
Individuals placing blanket bounties is always a bit suspicious. And people are savvy reading between the lines of the posted bounty if there is just plain old vengeance behind it or if there are any credible reason for you to get your own back at certain group of people. So I advice to start with specific/individual bounties and see how it goes from there.
