As Blunt says, zoners in canon Freelancer don't spend much time in house space - they left house space to get away from it. Regular zoners might spend some time in house space but zoner guards (the hardcore zoners) don't.
The difference between Zoners and Zoner Guards is nothing. Especially for Zoner Guard traders. The Guard system was not invented so much as to advance role-play but to stop certain people from getting the biggest Zoner ship to power-trade in and stop them from getting capital ships. (Which failed, and I guarantee will fail in some part again.)
The vote, as I remember it, was pretty close. Definitely not conclusive. On that note, the CoZ is, at the moment, as defunct as anything.

I've been reading through this thread. Blunt and I have had many disagreements but he is correct, too many want-to-be Zoners just powertrade, "get rich quick with a Whale." It's one thing when it's "get rich quick" but it's entirely different when a player actually has an RP reason for running a specific item.
I already heard about the nerfing of the human organs trade. To those I ask, what was the RP reason for it? Doc Holliday did run them but I also play him as a medical professional. That is RP, powertrading is not.
Blunt and Dab are both correct in that Zoners left the houses for individual freedom. Powertrading into house space isn't RP. I do go into house space but it's RP, supplying Freeport 2 and Ames Research with needed commodities and such. On my way out, I may grab something we don't produce to take home.
Or, as Iridium is a Zoner product, I've often run it to "The Ring" in New Berlin and left with engine components for the home world, something Zoners don't produce.
FYI, I have run Zoners since this game came out or Zoner like profiles. True Zoners will adapt. I know I will.

No, you can't. Not if you're wearing Zoner Guard ID.
The ID states that you can't land anywhere in lawful House space. New London is lawful House space and Junkers aren't mentioned as one of the exceptions.

Sometimes I need to pass through, like my recent excursion to Baffin and Coronado.
