Edited the diplomacy to be closer to in-game reality.

Edited the technology section to remove the Brigands Fighters and Bombers (L'Ane is a granted use and we strictly reserve the right to use Gunboats), and added Maquis technology as useable. Restricted the use of Liners.
Made the Relevant Links section look cleaner.
