It's a relatively new tool developed by our own @darkwind. It's automatically updated based on changes to the game files, so it should always be a reliable resource.

Hello, not sure if this the correct thread to ask this question.
I used to have an account here, more than 10 years ago, but I cannot recover it. It is still there, I can see it (Redrake), but I forgot the password and I am not receiving the automated password reset email (but the system says it got sent, so the email is still the same)...
I had to create a new account (this one) to write here asking for help.

for official faction, yes, you need to apply to join any of them.

Nope. You can fly as any ID you see in-game. Use the command /showrestarts to see the list of all available factions you can quickstart as
Then use /restart [faction] on a brand new character to gain the ID, reputation and other essentials of that faction to start!
The Official Factions are the only exception to this, you will need to join the faction using the ID you wish to use.

I'm trying to follow the Beginners guide, but I am unable to dock at Helgoland Station with a cargo of deterium. The guide doesn't state anywhere how or where to get the permissions to be able to dock.
How can I tell if I am able to dock at a station (ingame)? And hwo to get clearance / the correct ID / reputation to dock?

What ID are you using? Does it say that you reputation is too low to dock with GMG?

Some IDs have server-forced rephacks towards their enemies or competitors. When you press F8 and go over your repsheet. THe factions that have at least -5.5 blocks of rep on the red side will not allow you to dock on the faction's bases, but NPCs will not engage you either. I think that isa recent flaw of fresh new character restart, it's neutral nodock to certain factions which should not happen tbh.
In terms of Deuterium you can also sell it to Newport Station in the same system, or head to Sigma-15 and sell it on Wichter. From Wichter you can buy High-Temperature Alloys or Aluminium/Hfuel from Breuninger Depot near Hammersee planet. All of these sell well for your return trip to New York/Pennsylvania

There are 2 MGM stations that are very important in the trading section of the guide.
Helgoland Station: Access Denied! Request to dock denied. Your reputation stinks.
Gas Miner Naha: Access Denied! Request to dock denied. Your reputation stinks.
My MGM reputation is neutral, but on the negative side of the scale. The guide doesn't have any information about getting a better reputation, but the fact that you caný dock when following the guide is kinda annoying. I did manage to sell the Deuterium at Kansai Research Station for a great price, so that would probably be a better station to sell for people following the guide.
I found more incorrect information, so I am trying to improve the page so when people follow it, they don't run into the issues I ran into.
