As the title says, i wanted to ask something about muliboxing. Is multiple players on multiple accounts playing from the same IP adress considered multiboxing?

Actually it isn't. However, it's still abuseable, since one can't know if it's really two players and not just one.
When in doubt, share a picture of your young brother and yourself while playing.

I get that people can look at this as an abuse. However there is an easy way to find out if there are really 2 players involved. Go to conn and let them PvP, as 1 person cant control 2 ships at once when they are fighting eachother.
Coming to the picture subject, i am to ugly to be shown on a picture

But its allowed to play with more from 1 ip indeed. Also if one is multiboxing i guess you can still easy track it. I recall a sanction a while ago for having like 6 or 7 ships online all multiboxed. at least he was sanctioned for it if its true.. i don't know. but well it happened. I suggest playing 1 ship at a time at least you can focus and enjoy the game.
