Is it your cat? If the answer is yes, then you should be happy about you epic cat.
Unless, of course, it's your dog that's getting attacked. Catch the cat doing it when its owner is not around. Charge it with a nice, long, soft broom. The more scared the cat gets, the better. When it starts running any dog will follow you in the chase and the cat will learn to respect you and your dog!

Try water from a spray bottle or some kind of water gun. Only thing that gets through to my parents cat.
