If you are reading this then congratulations, you have been selected to form part of Project Menace. Before any details are revealed it must be stressed that this project is classified under the highest levels of agency security.
Liberty is a democratic entity and while there is no debate that our system of governance is the most developed in human history, it is far from perfect. Before any act is carried out the planning process must be developed and approved by more people than is efficient and necessary. In our line of work, speed is of the utmost importance.
Furthermore, Liberty is a civilized state and as a result there are certain actions which the House cannot condone and/or be associated with. Unfortunately some of these actions would be hugely beneficial to the State both in terms of security and maintaining our dominance. This is where Project Menace comes into play.
Officially Project Menace is tasked with operations within the deep Omicrons. However in truth the project’s jurisdiction is anywhere Liberty may be at risk. Operatives that form part of Project Menace have the privilege of operating beyond normal agency restrictions, they are tasked with protecting Liberty and her interests, by any means necessary - including acts of inter-house terrorism.
Do not misread the intentions of this project and assume this gives you free rain to do as you please. While your tasks will be far from restricted, as an agent of the Liberty Security Force you still have certain operational obligations. With that being said do not forget that your primary duty as a member of Project Menace is to ensure the security and dominance of the Republic of Liberty.
No paper work, no trail. If evidence of misconduct arises the LSF will deny any involvement and classify you as a rogue agent, at least that will be the official story.

I have an idea for an =LSF= funded terror group inside Rheinland which could fall under the jurisdiction of Project Menace.
Red Cell 13 (abbreviated as RC13 or simply 'Red Cell') would be a covert infiltration of LSF officers into the Unioners organisation. Since it's the second largest unlawful organisation in Rheinland, this shouldn't be too difficult. Once we're in, we'll use Unioner equipment to begin running terror operations all over Rheinland. It'll avoid piracy and focus more on wreaking as much havoc as possible, for example, launching insurgent surgical strikes against Rheinland capital ships or Rheinland Military bases. As Project Menace won't come under the scrutiny of the Liberty Congress, RC13 will also hit civilian targets such as civilian bases and shipping, specifically, Rheinland shipping. The group could also act as a front for LSF operations inside the Rheinland underworld e.g. we can carry out whatever operations the =LSF= needs us to which involve the Rheinland unlawfuls, such as interrogations, kidnapping etc.
Of course, we'll need funding for this group through =LSF=. I already have a few...'investor's' so to speak lined up willing to throw in some cash for this group. Additionally, we could open up a bounty board to keep LSF funds rolling to RC13 pockets. The better they perform, the more funding they get.
