Their are the Order who are mostly against the nomads but, they are allied with the corsairs and are at war with the Liberty Forces (LSF/LPI/LN).
In addition, the LSF have set heavy bounties on the Order, that's why the Bounty Hunter Guild are hostile to the Order.

The Bounty Hunter guild are hostile to the Order mainly because the BH want access to Nomad weaponry and technology. The Order being the overprotective mothers they are, refused this for obvious reason (Zomg infestation). Hence the hostilities began.
