I've been out of touch with Kusari for... well, let's be perfectly honest, I've never had a steady contact up there. So there is much I do not know. I'll get to the point, however:

How do you feel about Gallia?

The Vagrant Raiders do not particularly care for Gallia, and their increasing business with the Kusari Republic leads me to believe you would agree. We are looking for somewhere to restock while raiding Gallic shipping. We hope that you would be amenable.

Our legal status within Bretonia and, soon, Liberty would give us the chance to easily procure supplies for you, and the establishment of Natio Octavarium in the New Caledonia, or Kansas, system could offer a safe refuge for you if necessary.

Taskmaster Escher, is it? I am Shogun Watanabe, of the Watanabe Kazoku, and while your offer of supplies is tempting, we never grant docking rights to our installations to everyone who comes knocking.

We don't know you, Raiders, but you claim to be opposing Gallic influence. That speaks well for you to an extent. We have no love for these foreign invaders that would enslave our nation and lead it on a short leash with false promises and intimidate it with superior military power.

And while those who would see Kusari disgracefully sold, gladly bow before Gallic money and false promises of friendship, the sons of the True Kusari will rather lay dead, than to bend their knee.

But let us return to the matter at hand. You wish to use our installations to resupply and launch operations against the Gallic. Very well, but first you must earn our trust and agree to these terms.

1. You will not engage in piracy within Kusari space. To do so is to forfeit any chance of cooperation that may exist.

2. You will bring a transport filled with Food and Light Arms to our space, and after this we will engage in dialogue, and decide whether or not you will be accepted.

Hmm. Those terms are probably agreeable. However, before I can make an official agreement, I need three points clarified.

1. Does your prohibition on interdiction within Kusari extend as a protection of Samura and Kishiro interests outside of Kusari? Thus far we have considered them an important secondary target, as they are supporters of Gallia's first foothold in Sirius. You haven't said anything indicating it would, but I find it's safer to ask first and not be shot later.

2. Is there a specific location you want to meet? We can arrange for a specific time over more secured communications, but the location would be good to know in advance so we can determine our route.

3. Were you asking for one transport each of weaponry and food, or a single transport carrying both?

A young man of apparent kusari origin appears on the screen. He seems to be arranging some rice paper in the shape of flowers when someone of camera makes a small cough to attract his attention. He finishes what he is doing then turns to the camera.

You have chosen a bad time to call Kusari for help. Currently the clans of Blood Dragons and Golden Chrysantemums are splintered and in order for you to be able to operate here you will require the accord of everyone which seems like a rather difficult task.

However it seems our fellow Watanabe Shogun-san has already presented a reasonable request. As far as the Taira are concerned we have three things that need to be adressed before we allow you access.

1.)As far as the piracy is concerned you are free to engage Samura ships in our space as well as outside of it. Since they are deplorable greedy little men trying to corrupt Kusari we don't see any reason why they should be protected from any harrasment anyone, even a gaijin like yourself can provide for them. We advise the Watanabe Shogun to make the same exception from his ban.

2.)Taira clan is currently at war with the faction of Nomad infected scum known as Aoi Iseijin. We are looking for help against them anywhere and everywhere there is help to be found since their very existence threatens whole of Kusari more then any corupted official can. As such we ask for your help. Go engage them and bring us proof that you fight at our side not against us and you will find us to be valuable allies.

3.) And third. Shogun is interupted by a large cat that jumps in his lap and starts to purr. He strokes the cat looking anooyed and somewhat happy at the same time. Since we are a Clan that values personal bonds and friendships made between our members we ask that when you want to use any of our docking facilities that you bring a small present of personal nature, be it a bottle of galic whine, saké, box of cigars, some origami or anything else that you fancy. If you do not, then be prepared that we will make you give us a gift of words. Either in a form of reciting our poetry or retelling some of your stories in stylized kusari manner. Shogun gives a small grin to the camera.

If you can accept these three conditions then you will find yourself among friends whenever you come to Kusari. You will be free to dock on any of our bases safe for those of the Tau-63 system which is off limits to everyone but Dragons. We will hide you from your enemies and assist you in time of needs.

As young Shogun Taira kindly supplemented my proposition, I will make further amends to my previous request and explain with more detail in mind.

We are not concerned with what happens to Samura shipments, in or outside Kusari, we prefer death, but one can only hope. We are however, highly opposed to outside elements partaking in the rightful taxes, which the Shogunate reserves the right to collect on all shipment going in or out of Kusari. This is considered theft.

I still have to ask for the gifts of good will mentioned before, but add the items that Shogun Taira kindly suggested as well.

And finally, while the Watanabe Kazoku seldom asks for outside help against domestic matters, firmly believing that the expertise of our pilots outmatches any foreign elements, and that we should resolve our issues oursleves, the Taira Clan asks for your help. We won't expect you to fight for us, but they do, and as such, you will have to help them regarding the threats they specified.

We can negotiate on the meeting time, and when the dialogue starts, keep in mind that you should not ask what the Dragons can do for you, but instead, look at what you can do for the Dragons.

Well, this was sudden. Let me try to address this one at a time.

To the Taira: The Iseijin... yes, we've already had a brief encounter with them, or rather, Taskmaster Kane has. Unfortunately, the recording was damaged when we were transferring equipment, but we will demonstrate soon enough I'm sure.

To the Sisters: The order has been given, the delivery should be done soon. I have given another of our men access to this channel to make a report when it's complete.

And back to the Watanabe Kazoku: Our shipment to you will be very slightly delayed; the Sisters' request was easier to fill on short notice, and the volume of guns you requested tends to attract attention. Therefore, we believe it safer for all parties to make your delivery seperate from the one to the Sisters. We will, however, arrange for the delivery over the agreed-upon channel.

There has been a slight change of circumstances for us, requiring further attention at home. Our logistics team will still make good on these and, if you're interested, future deliveries; however, our interdiction wings may not be in the area as much as we had anticipated. We've had some... minor issues with a wing of Gallic Junkers, and they must be dealt with.

As per our agreement, your group is now on probation time. Your conduct was honorable, and I cannot say any ill words about you.

I am willing to allow a wing of four fighter to be stationed on Kyoto in times of need, and a transport may visit our space and engage in trade, if any goods we offer for sale are of interest.

You've seen our situation, the Gallic forces aren't the only threat, and I hope you will realize that when venturing into Shogunate space.

I probably said this before, but deeds speak louder than words. We will keep an eye on you, and if you prove useful and trustworthy, we will speak of further cooperation.
